The National Oceanic and Atmospheric Administration's National Weather Service (NWS) supports alerting authorities (e.g., Emergency Management Agencies, Law Enforcement Agencies) and relays Non-Weather Emergency Messages (NWEMs), as documented in state and local Emergency Alert System (EAS) Plans and as requested on a case-by-case basis, to the EAS to provide the public with time-critical life or property- saving emergency information. Rules and regulations for EAS, including NWEMs, are codified in 47 CFR Part 11 Emergency Alert System (EAS). The NWS policy for NWEM dissemination is provided in NWSI 10-518, Non-Weather Emergency Products Specification.
